Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a new planning charge that local authorities can choose to levy on new developments in their area. The money can be used to support development by funding infrastructure that the council, local community and neighbourhoods want such as schools or transport improvments. CIL is applied as a charge on each square metre of new building, and will be payable on most developments.  It replaces a number of existing Section 106 contributions. The following types of planning applications are liable:

  • All development containing at least 100 square metres of new build (extra floorspace).
  • Development of less than 100 square metres of new build that results in the creation of a new dwelling.
  • The conversion of a building that is no longer in lawful use

And the Secretary of State for Planning has promised that if communities prepare a Neighbourhood Plan, they will get a 25% slice of the CIL a council may impose on developers (it is understood communities preparing a Village Design Statement will get 15%). We at ACRE have some concerns about this as it is felt communities will need to clear a number of hurdles before they receive the cash for urgently needed community projects. Northamptonshire Joint Planning Units

Northamptonshire comprises of two Joint Planning Units:

  • The North Northamptonshire Joint Planning Unit (NNJPU) is a local partnership of Corby, Wellingborough, Kettering and East Northamptonshire councils together with Northamptonshire County Council. They all work together to create an overall plan for North Northamptonshire.
  • The West Northamptonshire Joint Planning Unit (WNJPU) comprises elected Councillors from Daventry District Council, Northampton Borough Council, South Northamptonshire Council and Northamptonshire County Council, and is charged by statute to prepare a Joint Local Development Scheme.

The Place Shaping Action Pack contains information, advice and activity ideas to help people get involved with plan making. Getting involved is important because planning shapes places and the way that people live. Understanding what local people want and how places could change for the better is vital to getting plans right.

The Action Pack has been developed by NNJPU as part of the @Your Place consultation and is a collection of fact sheets and activity sheets, which will get you thinking about your local area and deciding what changes might be needed. The pack has been designed so it can be added to over time. This is a really useful toolkit with lots of helpful information. The Handy Guide to Planning

This is a useful guide that provides an overview of the planning system in England at the local level, including:

            • How plans are developed
            • How decisions on planning are made, and
            • The points in the process where it is possible for communities to influence what happens
